We Conservatives believe that while the president is given the ability to serve as Commander-in-Chief, he is only permitted to do so when the armed forces are “called into the actual Service of the United States.” If Congress has authorized the military to be engaged, the president can serve as the Commander-in-Chief. In all other occurrences, except where Congress has spoken otherwise, the president is exceeding his military authority.
